Enrique is the Managing Partner of Fragomen’s Florida office.

Enrique’s practice is broad based and includes counseling companies, institutions and individuals.

He has significant experience related to managing the immigration compliance programs for companies and institutions engaged in a wide range of activities/industries including: agriculture, education/research, energy, entertainment, food service, healthcare, hospitality and technology.

He also provides legal counsel to entrepreneurs and high net-worth individuals regarding investment based immigration (including the EB-5 Program).

From January to August 2013, Enrique served as Special Counsel on Immigration to U.S. Senator Marco Rubio (R-FL) where he was the Senator’s principal advisor/negotiator on the Border Security, Economic Opportunity, and Immigration Modernization Act (S. 744) that was approved by the U.S. Senate on June 27, 2013.

Enrique’s immigration reform work with Senator Rubio has been the topic of multiple articles throughout a number of publications, including The New Yorker, Bloomberg Businessweek, the Miami Herald, The New York Times, Politico and The Washington Post. He also served as the Vice Mayor/Commissioner of the City of West Miami from 1994 to 2001.

Enrique has lectured nationally, regionally and locally on immigration matters to various groups.
